3.3.1  RESPONSIBLE SERVICE

The authority responsible for the administration of Air Traffic Services in the Czech Republic is the Ministry of Transport of the CR Civil Aviation Department.

3.3.1.1  AUTHORITY RESPONSIBLE FOR THE PROVISION OF AIR TRAFFIC SERVICES
3.3.1.1.1 The authority responsible for the provision of ATS to civil air traffic within FIR Praha (with exceptions listed below) and at the aerodromes PRAHA/Ruzyně, BRNO/Tuřany, OSTRAVA/Mošnov and Karlovy Vary, is the Air Navigation Services of the Czech Republic.

3.3.1.1.2 The authority responsible for the provision of ATS at military aerodromes Kbely, Čáslav, Pardubice and Náměšť, within theirs MCTR and MTMA is the Army of the Czech Republic.
3.3.1.1.3 The authority responsible for the provision of ATS at aerodromes České Budějovice, Kunovice and PRAHA/Vodochody and within CTR Kunovice and CTR Vodochody/TMA Vodochody is an aerodrome operator. Outside aerodrome operational hours the authority responsible for the provisions of ATS in TMA Vodochody is the Air Navigation Services of the Czech Republic.
3.3.1.1.4 The authority responsible for the provision of ATS at the VFR aerodromes listed in VFR manual of the Czech Republic are aerodrome operators.

Note: At the VFR aerodromes listed in manual of the Czech Republic only AFIS or Providing information to known traffic is provided within operational hours of the aerodrome.

3.3.1.1.5 Air Traffic Services are provided according to the Czech national aviation regulations which are based on the following ICAO documents:

  • Annex 2 - Rules of the AIR

  • Annex 11- Air Traffic Services

  • PANS ATM, Doc 4444 - Procedures for Air Navigation Services

  • Doc 7030 - Regional Supplementary Procedures

  • Doc 8168 - Procedures for Air Navigation Services - Aircraft Operations

3.3.2  AREA OF RESPONSIBILITY

3.3.2.1 Air Traffic Services are provided for the entire territory of the Czech Republic.

3.3.3  TYPES OF SERVICES

3.3.3.1 The following air traffic services are provided:

  1. Flight Information Service (FIS) and Alerting Service (ALRS) - all ATS units;

  2. Area control service - Praha ACC;

  3. Approach control service - Praha ACC, Praha APP, Čáslav MAPP, Kbely MAPP, Náměšť MAPP, Pardubice MAPP;

  4. Aerodrome control service - Ruzyně TWR, Tuřany TWR, Mošnov TWR, Karlovy Vary TWR, Kunovice TWR, Vodochody TWR, Čáslav MTWR, Kbely MTWR, Náměšť MTWR, Pardubice MTWR;

  5. Aerodrome flight information service - AFIS unit of the appropriate uncontrolled aerodrome if so presented in the VFR manual of the Czech Republic.

Note: See potential limitations resulting from the facts indicated in AIP CR, GEN 3.4 para 3.2.1.2.

3.3.3.2  ATS surveillance services are provided by Praha ACC, Praha APP, Tuřany TWR, Mošnov TWR and Karlovy Vary TWR.
3.3.3.3 Automatic Terminal Information Service is provided in TMA Praha and CTR Ruzyně, TMA Brno and CTR Tuřany, TMA Ostrava and CTR Mošnov, and CTR Karlovy Vary.
3.3.3.4 Providing information to known traffic is established at the aerodromes listed in the VFR manual of the Czech Republic, where the ATS mentioned in GEN 3.3 para 3.1 are not provided.
3.3.3.5  ARO services (the services associated with pre flight action and flight planning) are provided by Central ARO PRAHA.
3.3.3.5.1 The Central ARO PRAHA is a designated ATS unit serving the departure aerodromes within FIR Praha with regards to flight plan submission and distribution of filed flight plan messages and associated update messages.

3.3.4  COORDINATION BETWEEN THE OPERATOR AND ATS

3.3.4.1 Co-ordination between operator and air traffic services is effected in accordance with para 2.16 of ICAO Annex 11.

3.3.5  MINIMUM FLIGHT ALTITUDE

3.3.5.1 Minimum flights altitudes on airways and minimum sector altitudes in Terminal Control Areas and Aerodrome Control Zones are determined in accordance with relevant requirements of Annex 2 and Annex 6 to the Convention on International Civil Aviation and ICAO Doc 8168 (Procedures for Air Navigation Services - Aircraft Operations).
