GEN 4.3  Charges for training flights

4.3.1  TRAINING FLIGHTS IN TMA PRAHA, BRNO, KARLOVY VARY, OSTRAVA − ISSUING OF CLEARANCES AND CHARGES CALCULATION

4.3.1.1  Air Navigation Services of the CR lays down the following rules for issuing clearances and charges calculation of training flights performed at Praha/Ruzyně, Brno/Tuřany, Ostrava/Mošnov and Karlovy Vary public international airports:
4.3.1.2 Issuance of Clearances for Training Flights

Clearances are issued by ATC. Training flights performance can be coordinated with the relevant aerodrome operator according to local circumstances.

Poznámky:

a) If a flight plan has been submitted for a training flight, the operator shall state the fact that it is a training flight in the field 18 as follows: RMK/TRAINING FLIGHT.

b) In case of a training flight without a submitted flight plan, the operator shall notify the fact that it is a training flight to ATC and AD operator before the intended flight.


c) For planning and reservations of the local activity at Brno/Tuřany, Ostrava/Mošnov and Karlovy Vary controlled airports, aircraft operators shall avail of the LARS application (lars.rlp.cz).

d) For further information please refer to the publication under the individual airports sections in the relevant section of AIP AD 2.

4.3.2  CHARGES FOR TRAINING FLIGHTS

4.3.2.1 Charges calculation is based on duration of the training flight and rate per 1 hour or its part and rate per 1 tonne of maximum take-off weight (MTOW) of the aircraft referred to in GEN 4.2.1.3
4.3.2.2  Rates:

4.3.2.3  Definition of the Training Flight

Training flight shall be a flight performed exclusively for the purpose of obtaining a licence or a rating in the case of cockpit flight crew. Flight must not serve for the transport of passengers and/or cargo, nor for positioning or ferrying the aircraft.

4.3.2.4  Duration of the Flight

Duration of the flight for calculation purposes is specified according to following principles:

  1. The flight is started and terminated at the same aerodrome

    From take-off till the last landing which is made as training flight.

  2. The flight is started at the local aerodrome and terminated at another aerodrome

    From take-off till the termination of training flight and the departure to another aerodrome.

  3. The flight is started at another aerodrome and terminated at the local aerodrome

    From the start of the training flight (i.e. from the time of the first overflight of the FAF point) till the last landing terminating the training flight for IFR flights, resp. from the time of entrance the aerodrome circuit till the last landing terminating the training flight for VFR flights.

  4. The flight is started and terminated at other aerodrome

    From the start of the training flight (i.e. from the time of the first overflight of the FAF point) till the termination of the training flight and departure to another aerodrome for IFR flights, resp. from the time of entrance the aerodrome circuit till terminating the training flight, i.e. till leaving aerodrome circuit for VFR flights.

Poznámky:

Mentioned variants pursue the aim at the most accurate measurement of the duration of the training flight.

2) Interruption of the training flight for refuelling of due to technical reasons is not accounted unless this information has been provided ATC in advance.

4.3.2.5  Collecting of Charges

Charges for training flights at Praha/Ruzyně, Brno/Tuřany, Ostrava/Mošnov and Karlovy Vary airports are calculated and collected by Air Navigation Services of the C.R.

4.3.3  CHARGES FOR TRAINING LANDINGS

4.3.3.1 Calculation is based on valid rates of landing charges for international and domestic traffic and are counted for each full landing or touch-and-go landing during the training flight and on percentual rates.

The operator shall inform the Aerodrome Authority in a written form about the number of landings and touch-and-go landings performed during the training flight within 24 hours after completing the flight, at the latest.

Charges for lighting navigation aids used during the training overshoots are calculated as training landings.

4.3.3.2  Collecting of Charges

Landing charges at a time of training flights and related services are calculated and collected by the relevant aerodrome operator, who is responsible to give a discount to an aircraft operator.

4.3.4  TRAINING FLIGHTS AT AIRPORT BRNO/TUŘANY

4.3.4.1 Charges for training landings are charged only if within the given flight the local flight activity () is performed.
4.3.4.2 The local flight activity () means the flight activities related to repetitive landings and take-off, touch and go landings and low approaches (passes) over the RWY.

4.3.4.4 Other services provided are charged according to the valid price list of Letiště Brno a.s..

4.3.5  TRAINING FLIGHTS AT AIRPORT KUNOVICE

This is the private airport, the charges are subject of a settlement with the airport operator.

4.3.6  TRAINING FLIGHTS AT AIRPORT PARDUBICE

4.3.6.1  Charges for approach and aerodrome navigation services

Charges calculation is based on duration of the training flight and rate per 1 hour or its part and rate per 1 tonne of MTOW of the aircraft. Hour rate is 350,00 CZK per 1 tonne MTOW.

4.3.6.2  Charges for training landing

Charge for training landing is 240,00 CZK per 1 tonne MTOW for each full landing or touch-and-go landing including low pass during the training flight.

4.3.7.1  Charges for training flights
