GEN 3.1  Aeronautical Information Services

3.1.1  RESPONSIBLE SERVICE

The Aeronautical Information Service is provided in accordance with ICAO Annex 15 - Aeronautical Information Services, Doc 10066 - PANS AIM and Doc 8126 - Aeronautical Information Services Manual.

3.1.1.1  Publication of Aeronautical Information

3.1.1.2  Pre-flight information
3.1.1.2.1 Pre-flight information at particular aerodromes in the Czech Republic territory is ensured by relevant ATS providers given in GEN 3.1 para 5.

3.1.2  AREA OF RESPONSIBILITY

3.1.2.1 Whole territory and airspace of the Czech Republic.
3.1.2.2  AIP library and NOTAM database for pre-flight briefing is available at NOF for the following states:

3.1.2.3  NOTAM database is available (without AIP) for the following states:

Afghanistan, Canada, Cape Verde, Iraq, Lebanon, Mexico, Qatar, Senegal, Singapore, Syria, Thailand, Turkish Cyprus.

3.1.2.4  NOTAM database does not contain military or foreign domestic series.

3.1.3  AERONAUTICAL PUBLICATIONS

3.1.3.1  General information
3.1.3.1.1  The aeronautical information is provided in the form of the Aeronautical Information Products which are:
  1. Aeronautical Information Publication (AIP), including amendment service to the AIP (AIP ) and supplement to the AIP (AIP SUP);

  2. Aeronautical Information Circulars (AIC);

  3. Aeronautical charts;

  4. NOTAM.

3.1.3.1.1.1 Information about VFR aerodromes and heliports are issued by VFR manual of the Czech Republic.
3.1.3.1.2  Centre also issues national regulations L series in addition to the Aeronautical Information Products.
3.1.3.1.3  Each of the Aeronautical Information Product document has the unique identification consistent of the document type, abbreviation and numeric identification. The numeric identification consists of a number, slash and the year. If the document is issued in more than one series, the series designation is specified in front of the number and each series is numbered separately. Numbers from an uninterrupted row beginning by number 1 every year are assigned to documents according to the publication date, except non-AIRAC amendments (AIP ) which are numbered continuously. AIRAC amendments (AIP AIRAC ) are numbered according to the effective date.
3.1.3.1.4 Identification, publication, effective date and other information about the document are in the document header or on the cover sheet (AIP Amendments).
3.1.3.1.5 The guaranteed Aeronautical information products are available free of charge on the Internet (see. GEN 3.1 para 1.1.1.1). It includes AIP, published AMDTs, AMDTs which still have not come into force, AIP SUPs, AICs, information about the latest publicastions (AIP AMDT, AIP AIRAC AMDT, AIP SUP, AIC), NOTAM and PIB.
3.1.3.1.6 If a NOTAM is cancelled by AIRAC AIP AMDT, AIP AMDT, AIRAC SUP or AIP SUP, its identification is stated on the cover sheet or in the header of the document. A cancellation NOTAM is issued at the document effective date. If the interval between the publication date and the effective date is shorter than 15 days, is cancelled after 15 days from the document publication date.
3.1.3.2  Aeronautical Information Publication (AIP)
3.1.3.2.1 The AIP is the basic aviation document intended primarily to satisfy international requirements for the exchange of permanent aeronautical information and temporary changes of long duration essential for air traffic. AIP CR is published in electronic version.
3.1.3.3  Amendment service to the AIP (AIP )
3.1.3.3.1 Permanent information is published by Amendments. Two types of AIP Amendment are produced:

  2. Non-AIRAC AIP Amendments (AIP ) comprise less significant changes of information in the AIP, update of contents and of checklists, eventually significant changes published previously by NOTAM. The effective date is usually 14 days after the publication date. Non-AIRAC Amendments are issued according to the needs, usually together with AIRAC Amendments.

3.1.3.3.2 New or updated information on AIP pages is marked by a vertical line. The place of a deleted information is marked by a horizontal line.
3.1.3.3.3 The effective date is stated in the header of every page. The amendment identification is placed in the footer.
3.1.3.3.4 A checklist of AIP pages containing page number / chart title and the effective date of the information is reissued with each non-AIRAC Amendment and it is an integral part of the AIP.
3.1.3.4  Supplement to the AIP (AIP SUP)
3.1.3.4.1 Temporary changes of long duration (three months and longer) and information of short duration which consists of extensive text and/or graphics, supplementing the permanent information contained in the AIP, are published as AIP Supplements (AIP SUP). Operationally significant temporary changes are published in accordance with the AIRAC system (see. GEN 3.1 para 4).
3.1.3.4.2  AIP Supplements are placed at the beginning of the AIP.
3.1.3.4.3  AIRAC and non-AIRAC SUPs are numbered together.
3.1.3.4.4  AIP Supplements are kept in the AIP as long as all or some of the contents remain valid. NOTAM may be used to change the period of validity or for cancellation of the Supplement.
3.1.3.4.5 A checklist of valid AIP Supplements is included on the cover sheet of non-AIRAC AIP Amendments.
3.1.3.5   NOTAM
3.1.3.5.1 A notice distributed by means of telecommunica tion containing information concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential for personnel concerned with flight operations.
3.1.3.5.2  NOTAM series
3.1.3.5.2.1 National NOTAMs are originated and issued for FIR PRAHA and are distributed in five series identified by letters A, B, X, Y. S series is designated for SNOWTAMs.
3.1.3.5.2.2 Series are divided according to their significance and marked by letters in descending order. Series A and B are issued in English. Series X and Y contain the same text and the same numbers in the Czech language.

Series A (X): The most important series. It contains all information related to the operations on the ATS routes and at the main international aerodromes in the Czech Republic: BRNO/TURANY, KARLOVY VARY, OSTRAVA/MOSNOV, PRAHA/RUZYNE.

Series B (Y): It contains information related to the operations at all remaining aerodromes in the Czech Republic (see AD 1.3) and information not corporated to series A (X).

Series S (SNOWTAM): Information concerning hazardous conditions due to snow, slush, ice or standing water associated with snow, slush and ice on movement areas during winter period. Aerodrome administrations are authorized to issue in accordance with ICAO Annex 15, Appendix 2 with separate serial numbers. Details are given in the Snow plan in the Aerodrome (AD) Part.

3.1.3.5.3 NOTAMs are marked by the numerical identifica tion, the abbreviation NOTAM followed without a space by letter N (new), R (replace) or C (cancel). In case of R or C NOTAMs the numerical identification of replaced or cancelled NOTAM follows.
3.1.3.5.4  NOTAM are disseminated via Aeronautical Fixed Telecommunication Network (AFTN).
3.1.3.5.5  NOTAM database

NOTAMs, checklist of NOTAM and plain-language summary of NOTAMs in force can be retrieved from the database by sending queries created according to the following examples to the following AFTN addresses:

  1. request for specific NOTAMs - address LKPRYNYS

    RQN LK A0998/24,A1009-A1015/24

    Note: Inquiry cannot be longer than one line.

  2. request for the current checklist of NOTAMs - address LKPRYNYS:

    RQL LK A

    Note: It is necessary to send a separate inquiry for each series.

  3. request for up-to-date plain-language summary of NOTAMs in force - address LKPRYNYQ:

    SUM LK A

Explanation:

  • RQN = Key Word (for NOTAM request)

  • RQL = Key word (for updated list of valid NOTAM request)

  • SUM = Key Word (for plain language summary of NOTAMs)

  • LK = Country Code

  • A1010/24 = Number of required NOTAM

  • A = Series of NOTAMs required

3.1.3.6  Pre-flight Information Bulletins (PIB)
3.1.3.6.1 A summary overview of currently valid NOTAMs is provided in the form of Pre-Flight Information Bulletins (PIB) to the extent specified in section 3.1 para 2.
3.1.3.6.2  PIB are available on request from the CARO at Prague/Ruzyně Airport and at the airports listed in GEN 3.1 para 5.

 

3.1.3.7  Aeronautical Information Circulars (AIC)
3.1.3.7.1 A notice containing information that does not qualify for the origination of a NOTAM or for inclusion in the AIP, but which relates to flight safety, air navigation, technical, administrative or legislative matters.
3.1.3.7.2 AICs are issued in two series (A and C). AIC Series A contain information affecting international civil aviation, while AIC Series C contain information affecting national aviation only.
3.1.3.7.3  A checklist of AIC is issued at minimum once a year.
3.1.3.8  Checklist of NOTAMs and plain-language summary of NOTAMs in force
3.1.3.8.1 A checklist of NOTAMs is issued via AFTN in all series on the day of publication of AIRAC/NON-AIRAC changes according to the AIRAC calendar.
3.1.3.8.2 In addition, A (X) series contains a list of the latest published AIP Amendments and Supplements and .
3.1.3.8.3 Via AFTN a checklist of NOTAMs or plain language summary of NOTAMs in force can be retrieved from database, see GEN 3.1 para 3.5.5.
3.1.3.9   VFR manual of the Czech Republic
3.1.3.9.1  VFR Manual is a complement to the AIP CR. The information contained in the VFR manual relates to pilots of VFR flights executed within airspace of the Czech Republic territory. VFR Manual includes selection of information from AIP, information about VFR aerodromes and information important for VFR traffic from IFR aerodromes.
3.1.3.10  Sale of publications
3.1.3.10.1 The catalogue of available products is available on the Internet on a webpage shown in GEN 3.1 para 1.1.1.1.

3.1.4   AIRAC SYSTEM

3.1.4.1 Aeronautical Information Regulation and Control (AIRAC) is determined for publication of operationally significant information where it is necessary for the users to receive them in advance before the effective date and the effective date should be the same for all states.
3.1.4.2  AIRAC consists in establishment of international ly uniform effective dates of the aeronautical information with 28 day interval, that should be adhered to when scheduling operationally significant information changes. The information shall be published 42 days ahead of the effective date and 56 days ahead of the effective date in case of very important or extensive changes.
3.1.4.3 The AIRAC SYSTEM can be used for permanent information published by amendments (AIP AIRAC ) as well as for temporary information published by AIP supplements (AIP AIRAC SUP).
3.1.4.4 A TRIGGER NOTAM is issued to inform about published AIP AIRAC or AIP AIRAC SUP. It contains reference to (SUP) identification, effective date and brief description of the content.
3.1.4.5 If no AIP AIRAC is published in the regular AIRAC cycle, . It confirms that no information according to the AIRAC system was published for cycle with the given effective date.
